His leadership journey includes pivotal roles at iDEX – DIO (NITI Aayog), Department of Science & Technology, Bharat Forge, Zorya Mashproekt, and multiple national innovation and indigenisation programs. His expertise extends across programme execution, technology translation, startup incubation, and policy frameworks for innovation and self-reliance.

As an ecosystem builder, mentor, and advisor, Dr. Rai has guided startups, corporates, researchers, and national programs working at the intersection of defence, dual-use technology, deep-tech innovation, and industrial R&D. His work spans innovation funding, incubation, technology evaluation, policy formulation, and creating pathways for translation of complex research into deployment-ready solutions. His recent role as a founder, advisor, and mentor strengthened his focus on enabling scalable innovation models rooted in India’s strategic priorities.
